A World Gone Mad
Okay, maybe we do have a nanny state. I've seen lots of allegations to that effect, but THIS is the first hard evidence I've seen:
Folks in New York City are subject to fines of up to $2,000 – for having water in their bird baths! It's all part of an anti-West Nile Virus (i.e., mosquito) campaign.
Uh, New Yorkers? Birds are very good at keeping down mosquito populations. Just thought you should know.
Sheesh!

In some ways I can see the city's ridiculous point of view. I change the water in my bird bath at least every other day. More out of concern for the health of the birds than mosquito control. I feel confident when I say that bird baths contribute a miniscule amount to the mosquito population. Stagnant water anywhere is a problem. Like you so concisely stated it, Sheesh!
